Draft NHMRC Information Paper: Effects of water fluoridation on dental and other health outcomes

The National Health and Medical Research Council (NHMRC) has released a Draft Information Paper: Effects of water fluoridation on dental and other health outcomes (draft Information Paper) for public consultation. The draft Information Paper summarises NHMRC’s consideration of the evidence on the dental and other health effects of water fluoridation in Australia.

The Australian community is invited to provide comments on the draft Information Paper and submit additional evidence that meets the inclusion criteria.

The aims of public consultation are:

  1. To seek feedback on the draft Information Paper to find out whether NHMRC has presented the information in a manner that can be understood by and is relevant to the general audience.
  2. To find out whether there is a clear description of the process used by the Fluoride Reference Group to interpret the evidence in drafting the NHMRC Information Paper.
  3. To ensure that all relevant evidence has been identified and appropriately considered in the development of the draft Information Paper.

How to make a submission

NHMRC's preferred option for accepting submissions is ONLINE. We trust this method will be quick and simple for you. It also allows NHMRC to review and respond to your submissions more efficiently. Guidelines on how to make a submission are available here (no longer avaliable).

The closing date for submissions is 13 October 2016 at 11.59pm (AEST). Extensions will not be provided.


The draft Information Paper is underpinned by a comprehensive evaluation of the evidence which is available in the Health Effects of Water Fluoridation: Evidence Evaluation Report (2016) and associated Health Effects of Water Fluoridation: Technical Report (2016). These reports may assist interested parties in considering the draft Information Paper and making a submission. They are not subject to consultation.

The NHMRC Fluoride Reference Group has guided this work. The above reports, and information on the expert Fluoride Reference Group are available on the NHMRC website here.

Scope of this public consultation

NHMRC is seeking submissions that answer the consultation questions and is calling for additional evidence that meets the inclusion criteria (as specified under questions four to six). This is similar to the Public Call for Evidence that NHMRC conducted in 2014.

In conducting evidence reviews and drafting health advice, NHMRC takes into account the level, quality, strength and relevance of the available evidence. This approach is consistent with an internationally accepted standard for assessing evidence.

Additional evidence submitted in response to Q4 to Q6 will be considered by NHMRC in accordance with a structured assessment framework, in light of the body of evidence already considered in the Health Effects of Water Fluoridation: Evidence Evaluation Report (2016) (see Background documents below).

Please do not submit studies that have already been considered in the 2016 NHMRC evidence evaluation, as documented in the Evidence Evaluation Report and Technical Report. These studies will not be re-considered. In addition, please do not resubmit evidence that you may have provided in the public call for evidence in 2014.

Personal opinions, medical records, raw data, animal studies, narrative reviews and editorials will not be considered.

Please submit evidence in the form of a full citation to the relevant study or article, and a web link to full text of the study (if possible). The particular document should be easily identifiable from the citation. Documents (for example, full text articles) cannot be uploaded through NHMRC’s online public consultation portal.

How NHMRC will consider submissions

Due consideration will be given to submissions that address the public consultation questions and additional evidence that meets the inclusion criteria. NHMRC’s Fluoride Reference Group will advise on how NHMRC responds to the issues raised in submissions.

After the final Information Paper is released, submissions will be made available via this online public consultation portal, unless they have been requested not to be published on the NHMRC website.
