Question 1A: Is the proposed objective of Road Map 3 relevant?:

Yes the objective is very relevant, could it be adjusted to read with the first emphasis on engagement, eg ‘- highlighting research priorities driven by Aboriginal and Torres Strait Islander communities - guide NHMRC to improve health outcomes by ensuring research excellence and integrity’? The components outlined as interrelated could be strengthened by articulating: Knowledge translation – ie ‘Focus on research that makes a difference’ should also acknowledge the importance of translation back to communities. Strengthening Intellectual Property protections for Aboriginal and Torres Strait Islander communities; and, repatriation, recognition and retention of Indigenous Knowledges – should also be recognised as an interrelated component.

CATSINaM supports the three identified priority areas, in particular CATSINaM supports that 4.3.1 ‘Research on the social and cultural determinants’ and projects within this focused on cultural safety and racism in the health system are critical to improving health outcomes for Aboriginal and Torres Strait Islander people. This aligns with the Action under the Australian Government’s National Aboriginal and Torres Strait Islander Health Plan (NATSIHP), ‘Systemic Racism is better understood, addressed and prevented’. Further work on identifying and articulating links between the Roadmap and NATSIHP priorities could assist in creating a greater basis for policy and program development. Under 4.3.1 ‘Research that is focused on the health system and the social and cultural determinants of health…’ The Aboriginal and Torres Strait Islander health workforce should be identified as an example of projects under this area. The Aboriginal and Torres Strait Islander health workforce are critical to better health access and health outcomes, to meet demand (population parity and burden of disease) there needs to be a huge increase across all professions.

It would be good to consider the Draft Road Map with the context of the ethical guidelines also being developed to comprehend if/ where gaps may exist
Question 5: Are there any other comments you would like to make regarding Road Map 3? Please provide details: 
We commend the NHMRC for putting in place a consultative process in the development of Roadmap 3 and prioritising development of Aboriginal and Torres Strait Islander research workforce and engagement as part of the work. We also not the role of the PCIC as a mechanism for Indigenous decision making within the NHMRC governance framework, we look forward to the release and implementation of the final roadmap and the contribution this will make to improved Aboriginal and Torres Strait Islander health.
