Introduction

A definition of QI should be included

The present HREC criterion for QI and research is determined by whether the study is to be published or not. However, as the present proposal assumes that QI can also constitute research,we note that QI activities may require ethical review even if not being disseimated beyond the hrealth care service/unit. More information should to help determine whether a study is QI or research and whether a matter is low risk or high risk.

QI and the National Statement on Ethical Conduct in Human Research (2007)

In the "Justice" section,  information should be provided on what should be included in "an ethically defensible plan"
