The guidelines cover the situation and specific needs of the people in comprehensive detail. However, they do this in a most repetitious way. The same pointz are made over and over again in each section so that the document becpomes boring and not insightful. That doesn't help communicating the fundamental points. An index would show, e.g., how many times the word 'culture' appears.

The description of cultural continuity as maintaining bonds and relationships isimportant as the oftern cited 'Georgetown mantra' fails in this area.
