2. Chapter 3.1

This chapter moves some way to recognising that ethical approvals are evolving to recognise programs of research whereby multiple research questions and projects can be conducted under one approval. The use of the term ' theme' is helpful but non-specific and may create confusion. I also note that much of the specific text still refers to projects rather than programs of research. This chapter would be significantly clearer is this issue was addressed explicitly. Thsi is particularly important for data banking etc.
